​YES there are- In Las Vegas there's a law that all legal locksmiths must have locksmith ID from the police department also known as a Sheriff Card. And an order to be issued a Las Vegas Locksmith ID you must have a clean background check or you'll simply not get one. 

In fact There's a story about a person that went to locksmith school in Las Vegas and learned everything for months and months only to be turned down by the Sheriffs office and was told that he will not be getting his Locksmith Las Vegas ID. Now I know that sounds cruel however in order to protect the consumer there could not be people getting Locksmith Las Vegas licenses with criminal background
